The increase in the establishment of Assistant Superintendent of Police, approved by your telegram under reference, provides 14 vacancies with effect from 1st April, 1949, of which 10 posts have been filled by you (your telegram No.735 dated 15th June, 1949).

To fill two of the remaining vacancies I recommend the promotion, with effect from 1st April, 1949, of Sub-Inspector John Moore and Sub-Inspector Albert Alexander Shaw. I attach confidential reports on Mr. Moore and Mr. Shaw made by the Commissioner of Police.

The promotions to Assistant Superintendent of Messrs. Johnston, Macpherson and Woodhead, approved by your telegram No.153 dated 8th February, 1949, were to fill vacancies caused by retirement and were recommended before your approval was received for the increase in establishment. Mr. Woodhead's promotion was approved with effect from 29th June, 1949, the date of retirement of Mr. Elston. As the promotions now recommended will, if approved, antedate the appointment to Assistant Superintendent of Mr. Woodhead, it is recommended that this appointment should also date from 1st April, 1949.

If these recommendations are approved, there will remain one vacancy for assistant Superintendent from 1st April, 1949, caused by the approved increase in establishment, and one vacancy from 27th June, 1949, caused by the retirement of Mr. Elston, which will be filled by local promotions shortly.
